Strategic Investments in Greece
Strategic Investments are large-scale projects of significant economic impact, job creation, and high added value for the Greek economy. Special legislation provides streamlined licensing, government support, and access to incentives. See the Ministry of Development — Strategic Investments for the legal framework. Aggelakakis & Associates guides investors through the recognition process and ensures the fastest possible path to implementation approval.
Investment Sectors in Greece
Greece offers outstanding investment opportunities across multiple dynamic sectors. Aggelakakis & Associates has proven experience across all of the following:
Tourism & Hotels
Greece welcomes over 33 million tourist arrivals annually, making it one of the world’s premier destinations. The sector benefits from the Development Law hotel regime, ESPA tourism programs, and Golden Visa-eligible real estate. Our firm has facilitated investments resulting in over 40,000 hotel beds.
Manufacturing & Logistics
Greece’s strategic position between Europe, the Middle East, and Africa makes it a natural logistics hub. Manufacturing and supply chain investments qualify for subsidies of up to 75%. We have managed projects covering 350,000 sqm of logistics infrastructure.
Renewable Energy
Greece’s energy transition agenda opens major opportunities in solar farms, wind power, hydroelectric energy, and smart grids. ESPA 2021–2027 and the RRF co-fund energy investments on highly favourable terms.
Technology & Software
The Greek technology ecosystem is expanding rapidly, with government-backed incentives for software development, AI, fintech, and deeptech under Development Law 4887/2022. We have supported 200+ approved technology investment projects.
Real Estate & Urban Development
Greek property prices grew 10.8% in Q1 2024, with rental yields of 5–6% in major urban centres. Real estate investments of €400,000+ also qualify for the Golden Visa, creating a dual financial and residency benefit for international investors.
Agri-Food & Primary Production
Greece’s world-renowned agri-food products — olive oil, feta cheese, olives, wine — underpin a thriving agricultural sector. Processing investments and agri-food supply chain projects are co-funded by the Development Law and ESPA programs.

Frequently Asked Questions — Investing in Greece
For comprehensive answers visit the FAQ page.
Who can apply under the Greek Development Law 4887/2022?
Companies of all legal forms operating in eligible sectors. Foreign companies establishing a permanent presence in Greece are also eligible. Sole traders are excluded.
How long does an ESPA or Development Law application take to evaluate?
Typically 2–5 months from submission. Strategic Investments benefit from a fast-track procedure.
Can a foreign investor purchase real estate and obtain a Golden Visa simultaneously?
Yes. Purchasing real estate valued at a minimum of €400,000 (or €800,000 in Attica, Thessaloniki, and certain islands) automatically triggers the right to apply for the Greek Golden Visa.
What is the difference between ESPA and the Greek Development Law?
The Development Law is a national instrument providing grants, tax exemptions, and leasing subsidies for qualifying investment projects. ESPA uses European co-funds and covers a broader range of businesses, including start-ups and SMEs. Both can often be combined, provided the same expenses are not co-funded twice.
Does Aggelakakis & Associates offer a free initial consultation?
Yes. Every engagement begins with a free eligibility assessment covering your investment profile, applicable programs, potential grant levels, and next steps.
