Agri-food – Primary Production and Processing of Agricultural Products – Fisheries – Aquaculture

  • Individual businesses with a maximum eligible investment project cost of two hundred thousand (200,000) euro.

Budget

  • In Primary agricultural production, only small, micro and medium-sized enterprises can apply, with a maximum aid amount of €500,000. The maximum aid rates for inclusion in this scheme are as follows:
    • 75% of the amount of eligible expenditure in the Aegean Sea islands,
    • 40% of the amount of eligible expenditure in the Region of Attica,
    • 50% of the amount of eligible expenditure in the other Regions of the country.
  • In the processing of agricultural products, all businesses can apply. The total amount of aid per investment project submitted by micro and small enterprises is set at €3,000,000 for all types of aid. The total amount of aid per investment project submitted by medium and large enterprises is set at €3,000,000 for aid for leasing subsidies or subsidies for the cost of employment created or grants for investment projects implemented in Rodopi, Xanthi, Evros and €5,000,000 for tax exemption aid.
  • In investment projects divided into modules combining primary production and processing, the total amount of aid is €3,500,000 for medium-sized enterprises for capital incentives (subsidies or leasing subsidies or subsidies for the cost of employment created) or €5,500,000 for tax exemption.

Eligible expenditure

  • Expenditure on tangible assets:
    • Construction, extension, modernization of buildings, special and auxiliary facilities of buildings, constructions to ensure accessibility for people with disabilities up to 45% and 60% of costs related to investment projects of plant, 80% for investment projects implemented in buildings, which are classified as listed buildings.
    • The purchase of all or part of existing fixed assets, such as buildings, machinery and other equipment of a business establishment.
    • The purchase and installation of new modern machinery and other equipment, including technical installations and means of transport that move within the premises of the integrated unit.
    • Lease payments for the leasing of new modern machinery and other equipment, the use of which is acquired, provided that the leasing contract stipulates that the equipment becomes the property of the lessee at the end of the contract.
    • Modernisation of specific installations (not relating to buildings) and mechanical installations (not in primary production).

    Expenditure on intangible assets:

    • Technology transfer, through the purchase of intellectual property rights, licences, patents, know-how and unpatented technical knowledge.
    • Quality assurance and control systems, certification, supply and installation of software and business organisation systems.

    Expenditure outside the Regional Aid:

    • Consultancy fees for SMEs. Only new small and medium-sized enterprises are eligible for aid up to €50,000 (up to 5% of total eligible costs). 
    • Costs for the remediation of contaminated sites.
    • Expenditure on recycling and reuse of waste.
    • Expenditure on vocational training.
    • Expenditure on SME participation in trade fairs.
    • Expenditure on investment aid for SMEs.

  • For micro and small enterprises, the aid rates for all types of incentives other than  grants are granted at the maximum rate of the Regional Aid Map. Thegrant incentive is awarded to eighty percent(80%) of the Regional Aid Map. For medium and large enterprises, the incentives are granted at eighty percent (80% ) of the regional aid map ceiling. The rates are increased by ten percent (10%) for medium-sized enterprises and by twenty percent (20%) for small and micro enterprises.

 

  • Incentives are granted at one hundred percent (100%) for investment projects that are :
    Mountainous areas, according to the classification of the Hellenic Statistical Authority (EL.STAT.), except for the municipal units that form part of the urban complex of Athens, areas located at a distance of up to thirty (30) kilometres from the border ; islands with a population of less than three thousand one hundred (3,100) inhabitants, and which have been affected by natural disasters, in accordance with a decision of the Governmental Committee for State Relief.

 

  • Industrial and Business Areas, Business Parks, except Intermediate Organisation Business Parks, Technology Parks and Innovation Hubs, and in Organised Hubs of Manufacturing and Business Activities, provided that they do not concern the modernisation or extension of existing structures of the assisted enterprise, and are implemented in buildings classified as listed (90% of the Regional Aid Map).

Special Aid Categories: 

  • These concern the reopening of industrial unitsthat have ceased to operate at least 2 years before the submission of the application for inclusion. The value of the fixed equipment of the industrial plant to be reopened covers at least fifty percent (50%) of the eligible costs of the investment project.
  • For the Region of North Aegean the maximum aid rate is set for large enterprises at 55%, for medium-sized enterprises at 65% and for small and micro enterprises at 75%.
  • For investment projects implemented in the Zones abandoning the exploitation of lignite, which are the Regional Units of Florina and Kozani and the Municipality of Megalopolis, the aid rates are the maximum aid rates set out in the Regional Aid Map, depending on the size of the undertaking and in accordance with the types of aid specified.
  • For investment projects implemented in the Regional Units of Kastoria and Grevena and the Municipalities of Tripoli, Oichalia and Gortynia, the grant rate for small and micro enterprises is set at 90% and for medium and large enterprises the tax exemption rate is set at 90% of the maximum limit of the Regional Aid Charter.
